For most tanker Masters and crews, the transfer at sea of oil, liquid gas, or chemicals from ship to ship is not a frequent experience and the potential hazards associated with the operation may not be fully understood. This new training package, produced in association with OCIMF and many major oil companies gives a comprehensive overview of the transfer procedure and emphasises the critical points that must be noted if accidents are to be avoided. Amongst the key issues included are:

  • careful selection of the transfer area bearing in mind probable weather conditions
  • thorough preparation and checking of all equipment well in advance
  • agreement on who has overall charge throughout the mooring procedure
  • pre-planning of mooring arrangements
  • the need for clear and effective communication between the ships
  • the use of approved Check lists at all stages
  • the preparation of necessary emergency plans
  • decisions on initial and subsequent cargo transfer rates
  • careful monitoring during cargo transfer to ensure moorings remain appropriate and no pollution is occurring
  • careful uncoupling and unmooring
  • use of OCIMF Guidelines to ensure safe and trouble free operation

The video follows two transfer operations, one with both ships under way, the other using specially adapted lightering vessels where the transfer is conducted while at anchor. The video shows all the key stages, from earliest preplanning to final unmooring and separation. Relevant onscreen analysis comes from experienced mooring masters and other shipboard personnel. The video is accompanied by a booklet and the overall package will provide a comprehensive guide to safe STS operations at sea. Supports the requirements of STCW Code A-I/14.
